A base is the morpheme(s) comprising the main portion of a word, often combined with one or more affixes to create a word with altered or deeper meaning. Although all morphemes and therefore all bases carry identifiable meaning, depending on the language not all of them are used as standalone words due to linguistic conventions or because they require pairing to transfer sufficient meaning.
